The new system is called Motus: the U.S. DOT Registration System, and it replaces what Duffy described as a "lax, decrepit federal registration system" that shady operators have been gaming for years. We're talking biometric verification, facial scans, government-issued ID validation, and third-party business validation. In other words, the days of fake IDs and shell companies getting commercial trucking licenses are over.
"Dangerous foreign drivers and the shell companies who employ them have been taking advantage of this lax, decrepit federal registration system for years," Duffy said. "The lack of accountability is disturbing, and it's killed American families on our roads."
Killed American families. Let that sink in while Democrats cry about "equity" in licensing.
Duffy didn't stop there. "Thanks to President Trump, we are delivering a new registration system that will stop fraud dead in its tracks and strengthen oversight on shady carriers," he added. The video itself — which spliced clips from movies like Superbad, White Chicks, and The Benchwarmers — laid out the problem with the comedic flair of a guy who actually understands the internet. His all-caps post on social media read: "FRAUDSTERS CAN RUN, BUT THEY CAN'T DRIVE. Illegal truckers and shady carriers are getting caught in REAL-TIME."

Federal Motor Carrier Safety Administrator Derek D. Barrs backed up the policy substance behind the laughs. "This system improves efficiency for legitimate carriers while strengthening FMCSA's ability to detect fraud, improve data quality, and identify unsafe operators," Barrs said. So no, it's not just a funny video — it's an actual enforcement mechanism with real teeth.
And this isn't Duffy's first rodeo when it comes to cracking down on states that hand out trucking licenses like participation trophies. The Department of Transportation already withheld $73,502,543 in federal highway funds from New York State over illegal CDL issuance. That's seventy-three million dollars yanked from a blue state that thought the rules didn't apply to them.
