Virginia's Sanctuary Policies Shielded an Illegal Immigrant — Now a 2-Year-Old Is Dead

On July 2, 2026, a man named Raul Genesis Ortiz Moran was pulled over during a traffic stop in Virginia. He was an illegal immigrant from Mexico, 29 years old, already convicted twice for driving without a license. Two days later, on July 4, a 2-year-old girl was dead.

Moran has been charged with sexual battery and second-degree murder.

The details are as brutal as they are enraging. According to Louisa County Sheriff Donnie Lowe, emergency responders arrived to find the toddler unconscious. "The baby wasn't conscious at the time," Sheriff Lowe said. "They tried to revive the baby along with the fire rescue that showed up immediately after, but their attempts were unsuccessful."

A two-year-old child. Sexually assaulted and killed. By a man who should not have been in the country.

Lt. Chuck Love of the Louisa County Sheriff's Office worked the investigation. Sheriff Lowe said his team acted fast once they had their suspect — and they called ICE immediately. "We were afraid that he was going to bolt, so we called ICE, and yeah, they picked him up," he said.

But here's the part that should make every Virginia voter's blood boil: Moran was living in a state whose policies are specifically designed to prevent that kind of cooperation with ICE. Governor Abigail Spanberger has presided over a Virginia that treats federal immigration enforcement like an adversary rather than an ally. Sanctuary-style policies limit when and how local law enforcement can work with ICE — which means a man with prior convictions, already flagged in the system, was left in the community.

Homeland Security Assistant Secretary Lauren Bis didn't mince words. "This monster sexually assaulted and murdered a 2-year-old girl in Virginia," she said. "This horrific tragedy was completely avoidable, because this illegal alien should have never been in our country."

Moran was convicted twice before. He was pulled over two days before the child died. At every single point where the system could have flagged, detained, or removed him, Virginia chose not to.

Sheriff Lowe called it "an unimaginable tragedy involving the death of a young child" and said his detectives "worked tirelessly to thoroughly investigate this case and ensure those responsible are held accountable."

The word "sanctuary" is supposed to mean safety. That's the whole pitch — we're protecting vulnerable people from a cruel world. The vulnerable person in this story wasn't the illegal immigrant. It was the two year old little girl. Virginia's sanctuary policies ended up getting this little baby killed.

It never would have happened if Virginia Governor Abigail Spanberger followed federal law.
